Engine Rebuild

Well an unfortunate thing happened and I ended up hydrolocking my car. All in all my insurance paid for a newer used engine to get put in(new=15K; old=51k). There was no mention of a core return so I got to keep the old engine. Now I would like to rebuild this engine for fun and in preparation for boost so i no longer have to worry about blowing my stock one :D. The mechanic said that the engine seized up and that the possible culprit could be a snapped rod. If that is the case and there is damage on the walls, I will have it honed. With that process, should I over bore? Also what are good rods and pistons to get? What kind of compression levels should I be looking at to get? Any other things to do/ replace for the engine build to handle boost? I plan to start at low boost 6psi and work on up. I would prefer lower prices but I am wanting quality as well and am willing to compromise within the range. I know its kind of an oxymoron lol but ya. I look forward to hearing your tips and advice.
