I got mine from toyotapartszone.com. It was already painted and cost about $10.

I'm having a little trouble finding it at toyotapartszone.com Could you tell me the part number? I'm thinking it might be 52721 - MOULDING, FRONT BUMPER EXTENSION, RH, and that the color I want is DK.GRAY MC, 1E0.

However, I'm by no means sure that's the part I want, so having it confirmed by someone who - unlike me - knows what he's talking about, would be greatly appreciated.
