Theoretical MPG Hits?

Stock setup on my 2015:
175/65
15x5.5 +39
Stock suspension

Potential setup:
195/55
15x7 +38
Tein S Techs, KYB Excel-G shocks and struts, and TRD rear sway bar

I drive the car 60 miles every weekday on the highway and in the city.

1) Would there be a hit to my MPG if I switched to the second setup?
2) Will this setup put any stress on the various suspension components?
3) How do the lowering springs + shocks & struts + rear sway bar feel on the streets?
