EXTRA BODY PART??

Could anyone explain to me please what this 'extra panel' is? Its a 2017 Yaris and I purchased it last week. Polished it today and this is on the offside rear panel, next to door opening. Would be very grateful for any info as I am worried the car may have been in an accident and this is a poor repair? Thanks
