Bad pulley?

2007 Yaris HB with 178K miles and I replaced the serpentine belt with a lifetime one from AutoZone 1.5 years ago. within a week of replacing the belt I would get a sequel at start up if the A/C was on. I let a month go by before tightening the belt and it always starts squeaking after a week. The belt seem tight. The squeaking is in a very dull sound and has a rhythm to it. If I start the engine cold with the A/C on high it squeaks instantly. If the A/C is on low it wont squeak till the fan kicks in then if I shut the A/C off the squeaks stops immediately. Also when I turn the wheel with the engine cold the squeak starts.
It really doesn't sound like a belt as the squeaking has 1 second intervals. When starting off in 1st gear and turning the wheel I can feel a slight hesitation till the squeak stops. Which almost seems like the VVT is off from a belt slipping
