14 inch Tires on 15 inch Rims?

My 2008 Yaris currently has 15" tires, Bridgestone Potenza P185/60R15 84T, and I need to replace them.

Is it safe or even possible to put 14" tires on it?

The 14" tires are a lot cheaper than the 15" ones and the salesman at the dealership I talked to told me you can't put 15" tires on 14" rims. Is that true?

If it is true, then so be it, I'll pay the extra money for the 15" tires. Just want to make sure I'm not being lied to.
