The only way to tell if the switches are bouncing is with an oscilloscope. A voltmeter is too slow.

Also, are you absolutely sure that you are on the correct pin on the ECM?

yes!
my connector was on the pin 40, i have make a re-check, and it was on the good pin.
For the switch, i have tested at this time with 14 switchs, buy at different store.
i have tested the 4 switchs mode, and the 2 switchs mode.
Actually i have 2 switch untested, i try these 2 switch after the lunch.
If the test are not okay, i pass an order for the stalk, or i pass an order for to momentary switch on an internet store....

i have try my last switchs, and nothing new...no cruise control!
on my first switch i have 12,35volts.
when i push on, i have 0volts.
on the second switch i have 8,35volts.
when i push on this second switch i have 0volts.

i have 2 resistors ( 1x240 and 1x390 in serie ).

what are the best way to test my cruise control clutch switch?
i suppose that is my problem. (i have try with the jumper but, no result)
i have take a read of this 2 wires (in the fusebox, and i have no read (0volts)
when i push the clutch, i have no read ...)

if i read the white wire behind the puple wire, with the other blue wire, in diagonal i have a read of 12,33 volts.
I suppose that my blue wire behind the purple wire, are no voltage on in.

That looks fine for a test setup. Snap a pic of your clutch switch wiring at the fuse box.

You're in the right place. The blue wire needs to have +12V to it in order for cruise to be enabled.

Correct - When the clutch is not pressed the blue gets 12V from the white and when it is pressed it opens and the blue has 0V.

what's happen if utilise N.C switch for testing purpose?
in exemple the first switch are N.C (pin 40 to this switch) , and for the second switch i utilize an N.O switch?
the n.c switch when i push on it its "ON" when i repress on it its "off".
and the second switch its "set"

No fuse - This is just an analog input to the ECM.

A NC switch won't work. The ECM expects to see the input float and then get pulled down to a specific voltage range for it to register. I have reverse engineered the Toyota diagnostics CAN Bus comm to read the cruise control switch state from the ECM, so I can watch how the ECM responds to the inputs.

Have you measured your resistors to see exactly what they read resistance wise. Sometimes you can get a batch that are really at the end of their tolerance band.

Resistance setting on the multimeter. Measure with no voltage applied.

My problem was resolved!!!
My cruise control are fully functionnal!!!

My problem was my resistor....
on the package it was write 390 ohm 1/4 watt, but in reality it was 390k Ohm 1/4 watts...

I just purchased the clutch switch from Toyota but it did not include any connector or wires. It just has two prongs. How would I go about attaching two wires to the prongs?

Toyota also gave me screws which are too big for the cruise stalk. Which screws do I need?

On the clutch switched that I ship to people with 06-08's, I solder wires to the two pins and then individually heat shrink them, and then heat shrink over both as a strain relief. You could also use some very small female spade terminals, if you are not comfortable with soldering to them.

The screws are M5-.80

So...I unscrew the 2 side screw..and I pull the whole steering wheel...and It will pop off ?

OBVIOUSLY i disconnect the battery hahaha!
