Offset and rim width
Okay I have trying to find some answers and maybe someone can help. I want to go from 15x5.5 offset 43 steels to 15x6.5 offset 40. Am I right to assume this will push the rim out an additional one inch and 3 mm? I am aware the 3 mm is almost nothing, but how noticeable will an extra one inch width be. Let me know if I am understanding this correctly.

offset and rim width are different things. One thing it won't do is push your rims out an inch. It might push them out some.
Offset is the measurement of the backspacing of the middle piece that you bolt to your hub. So +43 wheels would be 3 mm further from center than +40. So that will make some difference. But the extra inch will be across the entire wheel, not just the end. So while it will poke out more, it would only be a half inch or so at most.
