Is it required to get an alignment when putting on new tires ?

Not required, but sometimes recommended. The wear patterns on the tyres you are replacing can often answer that question.

Possibly not, but after 40K or 50K miles on a set of tires, it might be time to get an alignment - just to make sure everything is set properly. $50 or $75 is about the standard rate for an alignment around here.
