The Gov doesn't really understand the terminology, but his efforts are in the right direction. May be because he is the Terminator.

Sounds like a expensive toy for the rich. I do not know anyone who owns a Yaris that has been converted to run on E-100. I do not know if it is possible to convert a Yaris to run o E-100. The Yaris is designed to run be able to run on E-10.
