What is this?

Can someone tell me what's the name of this plastic part? Is it available? Can it be installed without any alteration?

I think it may be for under-body airflow management (although a mudguard is probably more likely).

Mud/Splash guards go infront of the wheel, those miniature fins are behind it. I believe it blocks shit from going towards the car, but mud/splash guards are put infront of the wheel due to the wheel mostly flicking crap forwards.

Actually, mud/water splashes backwards mostly. Mud guards almost always go behind wheels. This is not to say that mud/water doesn't splash up and forward at all - it does, but the bulk of it does splash rearward. Do a quick Google search on mud guards.
