Here's the best deal I have seen ($75). The RAV4 and Highlander use the same clockspring as the Yaris.

I thought I was going to need one for Crashy2, but ended up just needing to replace the melted airbag connectors, so this was saved in my eBay watch list:

Everything has been fine with the airbag light in the cluster since I replaced the clock
spring back in May 2012.
I now have a flickering passenger airbag light on the dash.
I will see if there are any codes but I'm assuming since its flickering it might be a loose connection or something in that direction.
Any other troubleshooting suggestions?

If the passenger one is flashing constantly, then you will see a code for something with the passenger occupancy classification system. Often, just unplugging and plugging back in the two connectors on the OC ECU (the little black box under the front edge of the passenger seat) will clear the issue.

Should I have the ignition on when I disconnect and reconnect the connector?

Do it with the ignition off.
