You are probably still under contract for the palm pre. Usually when carriers give you a phone at a discount, that your phone for the next 2 years, unless you go out of pocket and pay for the new phone full price.
Same thing if you have a specific carrier plan you want to keep.
For ex., I'm with T-Mobile right now, out of contract, and I have an old plan. In order for me to get a new smart phone and still keep my old plan (the current plans are a more expensive), I have to go out-of-pocket and pay for the phone full price. Otherwise, if I want to benefit from the discount on the phone, I have to accept a new plan (and go back on a 2-year contract).
I don't think it's unique to these 2 carriers. I believe VZW does the same thing, and I'm pretty sure AT&T is even worse (but let's not even go there

Kioshi is right. Just wait for a sale in the fall when all the "new and improved"devices come out (usually major phones come out around father's day, and again in the fall, close to the holidays). That's because there are 2 major phone conventions during the year where they announce the new phones. So the existing phones will go on sale eventually.
I remember getting all P/O at T-Mo when they were having deals for "new customers" and I'm thinking what about me, where is my deal for being a loyal customer, uh?

Comcast is the same way. I think that's just the way these companies do business.
