They are both nearly the same.

I have rode in cars with both dampers back to back. I have Tokicos.

Under most conditions, the stiffer dampers make the car feel and ride better. It will wallows and sways less over bumps in the road. It is more harsh over sudden bumps at speed like potholes or dips.

I would say it is a 10-15% difference in stiffness from a "feel" perspective.
