I'd made some new tabs with some universal mudflap (very useful plastic stuff that's stiff, yet flexible and strong), but make them an inch or so longer. I'd them drill a hole through the bottom of that bumper skin where the tabs broke off and use some plastic fasteners to attach the new tabs.
