Please confirm this fit (185/60R 15 on 15x6.5 +38mm offset)

I've read all the fitment posts, and all I can about offset. But since I'm very new to all this, there's still a lot of confusion.

Am I correct that 185/60R 15 on 15x6.5 rims with a 38mm offset will fit without any rubbing issues on an unmodified Yaris?

Also, what, if any, change or effect would the change in offset from the original 45mm have on handling?

Found some wheels I like on craigslist and wanted a second opinion before buying.
