Depends on what the car needs, or will need soon.
If you know you'll need new brake pads next year, grab a nice set of pads to help you stop quicker. If you know you'll need new tires, throw winters on your current rims and get summers next year. If your springs are sagging or shocks/struts not perfomring well, that'd be a good time to upgrade to better units. Basically make sure your car is working properly and in mechanically great shape to begin with. Put in a better part if you need to get it there (like the brake pads or struts). Then start with the basic performance mods and work your way up. If everything's working good on the car, my first mod would be the tires. They're the only thing that connects your car to the road.
