The white plastic piece snaps into a large hole in the hatch opening and is designed to squeeze the molded lip on the black rubber boot to make a waterproof seal. When the hatch is open the black boot has a significant amount of tension on it as well.
You would have a difficult time making something to replace it and particularly finding a sealing compound that will stick to the painted metal and the rubber and form a completely waterproof seal (particularly for the O.P., who is in Panama, where it is hot and wet).
