Give them a coat of anti-rust or "kill rust" primer first, then 2-3 coats of your choice. Heat proof isn't a bad idea either.

I have a bottle of something called "rust converter" that is a liquid that reacts with rust and converts it to a paintable surface. I would wire brush off the majority and then apply the rust converter and then the calliper paint I think. Not sure if I should prime it first or not. Will check the instructions on the calliper paint when I get it.

Rust is a never ending issue here in Canada since we have to use salt on the roads in the winter to melt the ice. Makes the roads safer but try spraying your car with salt all winter long and see what happens
