funny thing is the car does not have an EGR

Hmm. I can't imagine arguing with you since you must have no Idea what is an EGR Sensor and what is this all about.

Here EGR refers to exhaust gas recirculation. This is now done by the VVT-i on our cars. where as regular cams had a special valve that opens up and air passage from the exhaust back to the head. Because our cars are VVT-i there is no EGR, unless they are using that to signal some problem with the VVT-i, or maybe your version of the car doesn't have VVT-i

I was wondering that too. I was assuming either 2 things 1 is that since his is a 05 vitz its older and maybe utilizes a egr system.

or 2 the mechanic who is working on his car is a idiot and just made up some code. Most mechanics know that when a egr code pops up you simply test the egr with a vacuum pump if egr tests good then its a solinoid if its electronic operated if not then the egr pintle is stuck or the pipe is severely crudded up restricting flow. Either way it can usually be fixed by cleaning the egr system.
