they make devices for cold air intakes that will close off the intake if resistance like water is met. IMO those are a much needed evil if your air filter is in front of your tire and 5" off the ground...

those splash gaurds will help a paper filter from being destroyed with splashes kicked up during daily driving with a lowered car and a CAI...but, if you have a K&N or equivalent aftermarket foam or cotton fiber filter, water wont damage them anyway.

unless you were running a paper air filter element on a CAI, i would say those would be a expensive restriction to the air flow.
