it'll depend on what tire size he went with..
but there's always a performance advantage to a slightly wider wheel coupled with a slightly wider tire, in stock overall height. however, going WIDER on your contact patch will affect your fuel mileage generally speaking, because you now have more rolling resistance with the road. IMO, the extra grip outweighs the loss of 1-2mpg
