Ah, seems it's only PA as far as I can find, and seeing as I plan to move there, well.

I'd guess this rule covers spacers put on the studs (between the brake and the wheel), effectively increasing the load on the wheel studs.

205/50/16/ 16"x7" +42 offset w/ Penguin Garage 13mm spacers!

TheRealEnth's car is an effective +17 in the rear. if you ran a 10mm you'd be +15mm effective. i think you'd be fine :)
