Exactly, it's a very weird approach for a state government to take. I didn't realize this extended to their laws (or lack thereof) regarding insurance and responsibility for accidents, but I'm not totally surprised.
As to the original question of the thread... I guess you have to decide whether you are OK with Big Brother watching you in order to save some money. Not to sound paranoid, but that would be a weird feeling, even if you know you have nothing to hide. I guess the other thought is that you would be constantly having to prove your worthiness to them... whereas with most insurance you only have to "prove" it to them in the form of no tickets or accidents of your fault.
