"An a/c amplifier logic change and evaporator sub-assembly have been made available to decrease odor in vehicle."

It's not the cabin filter.

whole dash has to come out of car. not a pretty sight once you get back car and see painted interior pieces all scuffed and paint flaking off....

On some they change the AC Amplifier as well (which is the control system for the HVAC system).

Why would it be the cabin air filter when Toyota never put one in?

Perhaps he meant the "lack of" a cabin filter. I just know the problem has nothing to do with a cabin filter at all.
