You should always have two free hands for steering the car. In an emergency situation the second you will need to put down the cell phone could be the one who is missing later to avoid an accident. So you should not use the phone, eat, drink whatsoever while driving. Just my opinion.

Agreed. In Taiwan, we can't cell, eat, drink, or smoke in the car... and for very good reason as noted above.

as long as you can still have sex in the car, and/or read the paper, I guess that's OK. Just pull over to smoke your cigarette afterwards
