Think of it this way. When you fill the tank there very little air left in the top, especially if you fill it to the top of the filler neck. So the little float is pushed up against the top until of the tank until the level drops enough for it to start falling. That could easily be up to 2-3 gallons of gas.

3.2 gallons for me, usually
