The starter does have a clutch. The starter solenoid (or magnet switch as the manual calls it) does have a return spring. It is the smaller cylindrical part piggybacked on the starter. That could be the spring that he's talking about. If it is weak or the plunger's rusty that could cause the starter to stay engaged for longer than it should.

OR

When the contacts wear a lot, the contacts arc and fuse together with the plunger copper ring briefly and causes it to stick. this would be the typical 'hit it with a hammer to unstick it' scenario
