Nope, we have smog every other year after your car is 5 years old. Strictly speaking, no modifications to intake and exhaust are allowed. Unless those modifications are certified by CARB (they get an EO [Executive Order] - a sticker which makes them legal). But there are no other technical inspections.
If you mod your car badly and you want to make it street legal, you could go to a smog ref and they would do a full inspection and decide. I was thinking about looking into it, but gave up on the idea. I'm thinking about getting a different car instead of dealing with the hassle (nice excuse, huh?)
