Hey, was reading the thread since beginning, not sure what a underdrive pulley does. Looking for something that will lower RPM at constant speed...

An underdrive pulley does exactly the opposite. The engine revs are a lot more now that I have it on.
You may want to look into throttle controllers instead, since you can basically control the throttle response any way you want, and thus have better control of RPMs at constant speeds.
