The shift lock is controlled by the Shift Lock ECU, which lives in the bottom of the shift assembly.
I would start by checking the ACC, STOP and GAUGE fuses in the under dash fuse panel (as all three are inputs to the ECU). Also, the brake light switch is a direct input, so make sure that your brake lights are actually lighting up when you press the pedal (to verify that the switch is good). Finally, I would pop the cover off of the center console and make sure that the 12 pin connector is properly seated to the shift assembly.
