Broke Some Plastic While Installing Hitch -- Fix?

I'd made some new tabs with some universal mudflap (very useful plastic stuff that's stiff, yet flexible and strong), but make them an inch or so longer. I'd them drill a hole through the bottom of that bumper skin where the tabs broke off and use some plastic fasteners to attach the new tabs.

Not the way to go in this case. Materials and fasteners would get in the way of the Curt receiver cross-bar. The fascia tabs need to lay flat and tight against the cross-bar.

Good call, thanks. Do you have an epoxy you recommend or will just any one do?
