There is a definate reason for this.

Most all car maufactures purposely dumb down their inexpensive models because there is a much larger margin of profit in the more expensive models.
So, one way to get people to purchase the more expensive models is to make them better handeling by comparison.

Yes, they could have made the rear sway bar standard on the Yaris but, it would be shooting themselves in the foot.

BTW, back in the 1970s, Ford admitted that it only cost them about $500 more to build the top of the line "Galaxie 500" over their low end "Pinto".
However, they sold the Galaxie 500 for thousands more.
