I did some searching for the fog lamps and it appears you can buy the OEM kits. The ones I saw said they come with wiring and switch, so I'm thinking all the instructions would be there and I'm guessing the switch probably goes in one of the 3 blanks in the center console.

Assuming this is correct, I'm guessing installation might have you (at least) partially disassemble the center console to run the wiring, and if that's the case it would probably be an opportunity to put in the aforementioned insulation the center console seems to need.
