Yea, the yearly thing you have to pay . Some states require an inspection you have to pay for and some don't. I've lived in 3 states: California, Nevada, and Texas. I only lived in Nevada for a long Summer, and where I lived (Incline Village) is so close to the border with California that I just 'kept everything California. California doesn't require inspections, but they have a formula to determine fees where (IIRC) the greatest weight is given to what you paid for the car (registration fees in California = a rip off, IMO). It isn't a wonderful flat fee like we have here in Texas. IIRC, Texas has a higher flat fee if your vehicle weighs over a certain amount, but the higher flat fee isn't much more than for vehicles that fall below the weight threshold (like a Yaris). Texas does require a yearly inspection (a bit under $40.00). For those who live in what are designated (IIRC) 'urban counties', this includes a smog check. If you don't live in one of these counties, they don't do a smog check and the inspection is cheaper. In Texas, businesses arrange to get approved by the state as inspection stations. The vehicle owner goes to any approved business to get the test done...and hopefully passes the test. The vehicle owner pays the business for the inspection, rather than paying the state/government for the inspection.

Wow here it's costly but more easy to pass since they do underground emission test ;) if ya know what I mean

I remember people used to do that in California in the days before everything was linked via computers. Another thing some people did during that era was to go to traffic school to dismiss a citation (BEFORE you were eligible to go again) IF the new citation was given in a different county. These days, in Texas the inspection guy's smog test equipment connects to the state's computer system. I imagine this is the same in California.....except that he's a smog test guy (not an inspection and smog test guy), because there are no inspections required for cars in California.
