It wouldn't come on with the ignition. The reason you're seeing it flickering is because it's low enough that the fluid moving around while driving causes it to set the light off - but it's full enough that when completely still the sensor still detects fluid.
If it was below the sensor at a standstill, then you would see it come on when you start the car. |
