Companies will make CARB illegal products. The California market is huge, but there are 49 others you know.
 The reason is in part because of the placement of the cat. The other reason is the two PITA oxygen sensors in the midpipe. A catback exhaust would have to include a midpipe with the proper defoulers to deal with them. This would be CARB illegal... and a whole lot of fun. I hear you may see something like this very soon.
