2008 Yaris fuel pump relay not getting signal from ECU

I bought a 2008 Yaris HB auto was told it only needed a fuel pump. I tested the pump and it was bad so Ireplaced it with a new one. The pump does not come on when the key is switched on or while cranking. I can use my power probe and turn it on manually while cranking but the car still won't start. I read the procedures for testing the integration relay as well as the c/opn relay both of which appear to be functional. I even went as far as getting spares from the junkyard to swap them out just in case but still the same problem every time.

When I check wire for the c/opn relay both sides of the coil show +12v although the wire on connector 4E-5 is supposed to switch to ground via the ecm command to close the circuit and allow the relay to power the fuel pump. This never happens. I tried another ecm and still have the same problem. Is there something that tells the ecm to power on the pump that might've gone bad?

As I've gone through the car I haven't found any bad fuses except for the large 120a fuse on the battery terminal for the alternator which I replaced. Every other fuse checked out, I have continuity on all the wires. I'm really stumped.

Using my scan tool I can toggle the pump on and off so I'm assuming the circuit itself is fine. I have spark and the Injectors fire just no fuel pump activity
