Ah come on, the solution is simple:

1) Drive to LA
2) Install underpanel
3) Drive back home
4) Pay less on gas than you would on import duties
...

^ working off of that, find a friend or relative over the boarder within driving distance, get it shipped there, install and drive back over the boarder.

I don't know if it's here on YW or another forum, but I've heard of people having things shipped to say a UPS store where they pick it up there and then install or drive it back over the boarder.

did you guys do any before after testing yet? like mpg, or top speed or anything else? whats the update on the installed piece?

dave got 1-2 mpg improvement. That proves all by itself that the piece is functional. No one tested top speed yet.

I'll put one on my car after getting tuned and try drag racing with and without.

I'm working on that. UPS and USPS won't ship it due to the size. I'm trying to get another method, there are three customers in Canada that want to order one.

for him , problem is stopping the flex in the centre.

That would make it shippable to foreign countries, but it would mean more hardware and higher cost. I like the one-piece we have, and it's what we made, so that's what I have.
