Whiteline Bushing Install Questions

Good day/evening/night everyone,
I just purchased the Whiteline W53303 and I notice the hole for the bolt is off center which I assume allows for the caster correction.
Questions:
1) Does the off center hole face the front or rear of the car?
2) Are the washer/spacer installed as in the pic or inversed?
I have attached a photo of the bushings
