Rear Brake Adjusters

Ok I just don't see what I'm doing wrong here, but the adjuster arm just doesn't quite hit the star wheels to keep them in place. I've got everything in place per the diagram but there is about a 1/16th of an inch gap on both. I did them one at a time so I know I didn't switch them. Do I need to tweek the arms with a needle nose plier to get them to hit or is there something else I'm missing. Getting tired of having to pull the wheels every couple of months to have rear brake performance. Thanks.
