1. No forced induction system is CARB legal in CA. Neither is a header or many other smalll bolt-on mods.
2. You have 5 years before you have to do smog in CA with our cars. 3. It would probably pass (if you keep your cats) but you have to find someone who will pass the visual part of the inspection. I do not consider that cheating if the car passes the actual smog test.
