Wheel rust problem, any easy solution?

Hey everyone,

I just took over this car from a family member and am thinking this could be an issue that needs addressing.

The wheels seem to be rusting pretty badly.

Are there any solutions to those with the same problem? I don't have many tools at home either.

I'm prepared to spend some money if it will keep the problem from getting worse and affecting other parts of the car.
