It is, especially with such a beat up body and so much work needed. However, I think in some cases, super high mileage cars can actually have an unmeasured value to them in that they become a rare item that some people become very interested in. Some may want to see how far they can take it. Some of these cars make it back in the showroom to showcase longevity (those better maintained).
