The bulbs that usually come in aftermarket kits are not very good. I tossed mine ASAP. Buy the Sylvania,Philips or Osram (Germany) brand and try again.
Also, you can wire up the lights a lot easier by buying an OEM Toyota foglight relay that plugs right into the under dash fuse center. This way the little fog light icon will even light up on the dash! I used instructions from user "clowncar" that worked perfectly.
