Flush means having the rim lip flush with the fender, this can be done by stretching a small tire on a very wide rim with a very crazy offset not meant for your car. It also requires a quite a bit of poke, rolled and pulled fenders, wheel adapters and or spacers. It can also require grinding down the calipers to so the rims clear that depends on your back spacing. You also need either custom shims or camber bolts or companys make them. Extended wheel studs come in handy as well. You can achieve the look in many ways, custom shortend struts with cut springs, coilovers, air ride... The list goes on. If your not rubbing and rolling rough your not low enough! It can cause some major problems if not done right! I've already messed a fender up and went back to lowering springs until garm hooks me up with some new goodies!
