Back in the day (I just love saying that) as a senior project for college, I designed an electric supercharger system. Here is how it worked out... NOT GOOD. It would take ~100+volt DC motor at about 50 amps to produce enough air flow to get anywhere close to a volumetric efficiency of a real turbo or supercharger. These electric systems are all scams from what I have seen. Save your money for a nice dinner somewhere, you'll be much better off.
