you could repaint it or just replace the whole thing.

right below the section in question, there s a small plastic insert that is covering the nut which holds it to the stud. just remove the plastic insert and take the nut off. the wiper comes right off. the wiper is ribbed (there is a propper word for it but it eludes me) so that it will turn with the movement of it.

I actually used the dirt on my windshield for alignment when I removed mine. I had to remove my cowl for spring removal.

Corrosion on the surface could mean corrosion on the splines beneath it which attach the arms to the motor. Don't bother playing doctor dress-up and just replace the arm altogether.

WTF are you talking about!? I have never seen spline corrosion on any wiper arm that exhibits this common problem of paint blistering on this part of the arm.
