sand it down and paint over it. same thing happen to my old car.

you could repaint it or just replace the whole thing.
right below the section in question, there s a small plastic insert that is covering the nut which holds it to the stud. just remove the plastic insert and take the nut off. the wiper comes right off. the wiper is ribbed (there is a propper word for it but it eludes me) so that it will turn with the movement of it. I actually used the dirt on my windshield for alignment when I removed mine. I had to remove my cowl for spring removal. good luck regardless of what you decide to do. |

I was lucky enough to obtain a new set of pristine arms at a wrecking yard a few years back. I use my old corroded ones in the winter, and switch to the second good set in the summer.

WTF are you talking about!? I have never seen spline corrosion on any wiper arm that exhibits this common problem of paint blistering on this part of the arm.

Based on the location of the blistering, it's not from the spline. The spline is under the cap, all the way on the right of the arm. This looks like a flaw in the finish around the pivot pin, possibly caused by mechanical damage (ice scraper, "snapping" them down too hard, rock chip, etc.) I'd say just get a new/salvaged one.
