It's not necessarily the cutoff that's the problem. It's that the reflector bowls were designed for halogen bulbs, not HID bulbs, which emit light a different way. You may not see it, but glare may be coming from the headlights if seen head on. You'll know if you have that problem as people will either high beam you, or flip you off. I think people have made blockers that go on the bottom of the bulb to help limit the glare problem.

I had glare issue with my Land cruisers 4x6 headlamps. I painted the bulb holder flat black and that took care of the glare.

I believe the stock ones are painted flat black already from what I remember when I removed mine to install the projectors. Drive around at night for a while. I mean, it's the Bay Area, someone is bound to high beam you and/or flip you off. I know I got some when I ran plug-n-play HIDs.
